Mass mailings to event participants

Add a feature to send one-off mailings to event participants. It should share the same UI as the feature for sending mails to single persons, combined with the logic of the existing mass mailings, but the mass mailing is not persisted, but sent only once instead.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
