• move not merged part (better \UTFviii@checkseq) together with

• reorder inclusion; for now, include fixup_f4 unconditionally

other macros depending on it, while in the others we replace
upstream-provided or undefined macros sometimes

jessie is oldoldstable and only in LTS by now, do not use it
any more for productive projects.

This reverts commit 401c6cac.
And besides, it removes all traces of actual foreign code.
